Good afternoon. I am pleased that the United States and North Korea yesterday reached agreement on the text of a framework document on North Korea's nuclear program. This agreement will help to achieve a longstanding and vital American objective--an end to the threat of nuclear proliferation on the Korean Peninsula. This agreement is good for the United States, good for our allies, and good for the safety of the entire world. It reduces the danger of the threat of nuclear weapons spreading in the region. It is a crucial step toward drawing North Korea into the global community.

According to Halonen this "would pave the way for negotiations of a comprehensive agreement and for restoration of confidence that the Iranian nuclear programme serves exclusively peaceful purposes."
Halonen also welcomed "the current exploratory talks aimed at facilitating the opening of negotiations" on the matter.

Before her speech, Halonen, the Head of State of Finland, the country that currently holds the EU Presidency, confirmed that the European Union does not approve Iran's possible plans of developing a nuclear weapon, but also expressed her optimism that positive results could be achieved through negotiations.
Halonen pointed out that, for example, while objectives were reached with Chile and South Africa through implementing economic sanctions, this created some "negative side-effects" as well.
"One must learn from the past experiences", she said.
